Our Mission

The Lincoln Institute of Land Policy seeks to improve quality of life through the effective use, taxation, and stewardship of land. A nonprofit private operating foundation whose origins date to 1946, the Lincoln Institute researches and recommends creative approaches to land as a solution to economic, social, and environmental challenges. Through education, training, publications, and events, we integrate theory and practice to inform public policy decisions worldwide. With locations in Cambridge, Massachusetts; Washington, DC; Phoenix; and Beijing, we organize our work around the achievement of six goals: low-carbon, climate-resilient communities and regions; efficient and equitable tax systems; reduced poverty and spatial inequality; fiscally healthy communities and regions; sustainably managed land and water resources; and functional land markets and reduced informality.

Position Overview

The Lincoln Institute of Land Policy is an independent, nonpartisan organization whose mission is to help solve global economic, social, and environmental challenges to improve the quality of life through creative approaches to the use, taxation, and stewardship of land. Within the Lincoln Institute’s goals of reduced poverty and spatial inequality and fiscally healthy communities and regions, increasing access to affordable rental housing and homeownership is one of the most important levers for communities and people to thrive, especially for those who have historically been denied access, particularly people of color. This year the Lincoln Institute convened the Underserved Mortgage Markets Coalition (UMMC), a group of over 20 leading U.S. affordable housing organizations, to work together to advance national policy responses to the affordable housing crisis. The UMMC includes the organizations most-recognized for their specialized expertise in niche housing markets such as manufactured housing and high needs rural areas.[1] These markets are also targets of Duty to Serve (DTS) mandates imposed on Fannie Mae and Freddie Mac (the “Enterprises”) that are overseen by the Federal Housing Finance Agency (FHFA). The UMMC is coordinating responses to the DTS regulations and meet frequently with both Enterprises and the FHFA to address its concerns. The UMMC also has an academic partnership with Rice University to develop the coalition’s DTS Impact Tracking Tool. The UMMC will shortly turn to the work of responding to forthcoming Equitable Housing Finance (EHF) strategic plans due before year-end 2021that should address racial equity, where the Lincoln Institute will be coordinating the comments of all our UMMC partners. Although due to take effect on January 1, 2022, the EHF plans have still not been released.

In the U.S., manufactured housing (formerly called “mobile homes”) is an essential part of a well-designed policy to address our persistent shortage of affordable housing because manufactured housing is the largest source of unsubsidized affordable housing in the country.[2] The Lincoln Institute has recently assumed the role of convenor for the I’m Home Network, which is composed of 4000 practitioners, researchers, advocates, community organizers and manufactured home owners. The Lincoln Institute aspires to lead the I’m Home Network through a new strategic planning effort with measurable objectives for changing state and federal policies that will bring the network’s national work to a greater scale of impact. This includes continuing to embrace its original vision to elevate the role of manufactured housing in addressing U.S. affordable housing shortages. The Lincoln Institute seeks to make the I’m Home network a hub for research, policy analysis and advocacy to transform the industry so that it will work better for homeowners, communities, and the MH industry.

This is a full-time position @ 37.5 hours/week reporting to the Senior Fellow, Office of the President. The position may be located in either Boston, MA or Washington, D.C metro area. 5-10% travel required, COVID permitting.

What You’ll Do

-Project Manage. Take the lead in keeping our team organized and on-track with our many sequential, interdependent tasks and timelines. Like all of the roles on our team, this role includes administrative responsibilities.
-Underserved Mortgage Markets Coalition (UMMC). Working closely with the Senior Fellow and other team members, the incumbent will coordinate UMMC efforts to methodically track Fannie Mae and Freddie Mac’s required strategic planning processes for DTS and EHF, to evaluate the quality of the strategic plans and the impact of efforts made under those plans. While the tracking responsibility is divided up among the coalition membership, the incumbent will work with members to ensure that responsibility for tracking all markets is assigned and carried out on a continuing basis. Where necessary, the incumbent will be called upon to fill in gaps left by UMMC members. The incumbent will also work closely with Fannie Mae, Freddie Mac and FHFA, providing thought leadership, including suggesting ways in which the strategic plans and performance under the plans can be enhanced to better reach underserved markets.
-I’m Home Network. The incumbent will work closely with the Senior Fellow and other team members to coordinate the I’m Home Network, including research, policy analysis, advocacy, and other activities. The incumbent will work with the Lincoln Institute’s many manufactured housing partners to continue developing and implementing an “evergreen” strategic plan with measurable goals for I’m Home.
-The incumbent will be an individual contributor. This position presents opportunity to grow and flourish within the Lincoln Institute.

What You’ll Need

-Master’s degree in project management, public policy or fields related to housing policy, planning, non-degreed candidates with at least 8-10 years of work experience in project management, housing finance or housing policy
-Excellence in organizational management: ability to develop and manage high-performance teams of self-directed entrepreneurs and to implement effective program strategies
-Proven ability to set and manage clear individual and organizational goals, enacting mid-course corrections quickly and efficiently when necessary
-Ability to inspire, motivate, influence and engage external constituents
-Outstanding ability to build relationships and use influence effectively in a variety of settings, both within the organization and with external constituencies
-Strong analytical and critical thinking skills
-Fundraising experience including obtaining funds from public and private sources
-Proven ability to speak in public settings to inspire and engage partners and donors
-Strong work ethic, a collaborative work style, self-initiative, self-awareness, problem solver and a sincere dedication to the mission
-Relevant professional experience in project management, community development, affordable housing development, environmental justice, and neighborhood revitalization; experience in multiple roles preferred
-Excellent ability to listen, capacity to acknowledge personal development opportunities and strong interest in personal and professional development with an ability to both give and receive constructive feedback
-Flexible and adaptive approach with the ability to routinely juggle multiple competing priorities and work in teams
-Experience with Microsoft Office suite, including Outlook
-Experience with virtual communication tools, such as Zoom and Google Meets
-Experience with collaboration tools, such as Asana

Compensation Overview

The salary market range for a Program Manager role is $80K - $90K depending on level of education and years of experience.
