The Compliance, Legal, Audit & Regulatory (CLAR) Technology provides technology support and development for Legal & Data Controls, Compliance Risk & Audit, Financial Crimes, Front Office and Second Line Risk, Employee Compliance, Regulator Regulations, Market Surveillance, and Regulator Change Management.

The Market Surveillance Technology team is seeking a web-related developer with automated build experience. This development position will serve as a specialist in supporting technologies around vendor tools.  Going forward, it is expected that new technologies and tools will need to be learned to support our vendor tools.  This developer must also have experience in use of code repositories and the integration of those repositories into automated build processes. 

This team member will work in a team environment to lead complex platform initiatives, research new technology tools, design complex solutions, implement software solutions, write unit test, and test new development against business requirements across multiple applications.  Additionally, all phases of our development lifecycle must 100% SDLC compliant around this work. Team member will be a key player in determining our technology stack with emerging technologies that will enhance future technology solutions. 

This position is a key element to our team structure and acts as an integration point that links our onshore and offshore technology partners to support production processes and build tools to improve them. 

Position Responsibilities and Expected Outcomes: 

  • Manages and support the delivery of high profile technology products and services. 
  • Acts as the single point of contact for the client and the appropriate technical groups from solution planning to sizing/estimating to fulfillment. 
  • Influences technology selection by gathering and reviewing customer information, working with technology teams to determine if custom solution is necessary, and recommend best option to the customer. 
  • Provides guidance on leveraging new technology. Requests sizing estimates and reviews for reasonableness. 
  • Ensures service quality and cost-effectiveness of solutions. 
  • Monitors high profile projects to ensure requests are met on time and within sizing, keeping all parties informed of impacts and changes. 
  • Maintains regular contact with senior management within Technology and the supported business unit. 
  • Conducts research and analysis of competitive market environment for innovative business products and services, regulatory/compliance issues, and implications of new implementations. 
  • Leads implementation of complex projects/initiatives impacting one or more lines of business. 
  • Understands and ensures compliance and risk management requirements for supported area are met and works with other stakeholders to implement key risk initiatives. 
  • Primary interface with Financial Industry Leaders for 2-4 business lines. 
  • Supports interfaces with Technology Industry Leaders, Analysts and Regulators.  [RWF]

Required Qualifications

  • 7+ years of experience in business systems analysis or design as demonstrated through work, military, or education
  • 5+ years of operational risk, conduct risk or compliance domain experience
  • 4+ years of experience working with derivatives and securities products in any of the following areas: technology, finance, regulatory reporting, risk, middle office or operations
  • 4+ years of technical documentation and publication experience
  • 4+ years of experience capturing and documenting complex business and functional requirements

Desired Qualifications

  • Deep knowledge and understanding of operation work flows/processes
  • Deep knowledge and understanding of governance and compliance expected from providing solutions in systems and technology domains
  • 4+ years of experience with Waterfall and Agile project methodologies
  • Knowledge and understanding of fraud management: with fraud management applications such as Actimize
  • 3 + years of SQL Server SSIS, SSRS and SSAS experience
  • Experience serving as a Scrum Master for multiple teams simultaneously
  • Knowledge and understanding of project management principles: estimating, staffing, managing, controlling, administering, budgeting, and executing
  • Knowledge and understanding of DevOps principles
  • Leadership experience
  • A BS/BA degree or higher in science or technology

Other Desired Qualifications
  • An industry-standard technology certification 
  • 7+ years of banking or financial regulations experience
  • 3+ years of experience with Change Management, Incident Management and Problem Management routines 
  • 3+ years of environment test coordination, code deployment, release management and communication experience
  • Experience to manage technology delivery, educate the business on technology options, lead enterprise level initiatives and ensure that expectations are set and delivered on time and budget. 
  • Familiar with Automated Scheduling (like batch/Autosys) and file transfer concepts
  • Experience working with Disaster Recovery (DR) and Business Continuity Plans (BCP) and exercise 
  • Past project experience  using agile/scrum is highly desired  
  • Must be able to provide examples that they have the ability to multi-task and handle multiple technology initiatives at the same time. 
  • A detailed, logical thinker, problem solver & team player
