Human Resources Specialist (Info Mgmt) - Technical Reviewer
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position, you must have served 52 weeks at the GS-7 grade level; for a GS-11 position you must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09: To meet the minimum qualifications for the GS-09 position, you must possess at least one of the following criteria: 1 full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Human Resources Specialist (HR Information Systems). This experience is defined as but is not limited the following: knowledge of and skill in applying, fundamental HRM methods, principles, and practices of the specialization(s); standardized analytical, evaluative methods and techniques sufficient to advise on and/or resolve moderately complex, non-controversial, well-precedented actual, procedural, and/or recurring issues for which there are one or more readily apparent solutions; make informed judgments on problems and issues; perform management advisory services for specific requests related to immediate problems of limited scope; and analyze segments of broader HRM issues or problems; e.g., the functional relationships between specializations and the impact of decisions made in one specialization on the entire HR system. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Examples of these degrees or courses would include Human Resources Management, Business, or other similarly related degrees. (TRANSCRIPTS REQUIRED) OR LL.B. or J.D., if related. Examples of these degrees would include Human Resources Management, Business, or other similarly related degrees. OR Equivalent combinations of successfully completed graduate level education (in excess of the first 2 years or 36 semester hours) and specialized experience to meet total experience requirements. Examples of equivalent education would include substantial courses in Human Resources Management, Business, or other similarly related degrees. (TRANSCRIPTS REQUIRED) GS-11: To meet the minimum qualifications for the GS-11 position, you must possess at least one of the following criteria: 1 full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Human Resources Specialist (Information Management). This experience is defined as but is not limited the following: Mastery and comprehensive knowledge of laws, regulations, Executive Orders, court decisions and issues related to the Federal HR program assigned to the position and skill to apply this knowledge to a variety of difficult and complex work assignments. Knowledge of agency organizational structure, management policies, procedures and practices. Extensive knowledge of a wide range of HR sections including Employee Relations, Labor Relations, Awards, Benefits, and Staffing specialization concepts, practices, regulations, precedents and procedures; special recruiting authorities and strategies. Extensive knowledge of HR processes and procedures to perform technical reviews and management duties to identify alternative solutions to nonstandard problems and issues. Comprehensive and thorough knowledge of and ability to interpret and apply laws, regulations, policies and practices to provide advice and guidance to officials, supervisors and employees on a variety of HR functions. OR A Ph.D. or equivalent graduate degree OR you must possess 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of these degrees or courses would include Human Resources Management, Business, or other similarly related degrees. (TRANSCRIPTS REQUIRED) OR A LL.M, if related (TRANSCRIPTS REQUIRED) OR Equivalent combinations of successfully completed graduate level education (in excess of the first 2 years or 36 semester hours) and specialized experience to meet total experience requirements. Examples of equivalent education would include substantial courses in Human Resources Management, Business, or other similarly related degrees. Analytical ReasoningCritical ThinkingHR Information Systems Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Work may require walking, standing and carrying light items. The work does not require any special physical effort.
