Not necessarily, but this sounds like he is afraid of rejection, or just insecure. If both of you want a relationship, then I don't see where the problem is if you both feel the same way.Just very unusual for a dude not to be straight up about it. My bigger concern would be if he's holding back here, what else would he hold back once you're in the relationship because he thinks you might not approve.
No he isn't a punk. He's just basically tellin the girl he has some mack bones in his body and he knows his value as a man. Nothing wrong with that. More brothers need to be straight up with women nowadays.
